Were they between clubs in the same league though? So maybe a different rule?
I remember some discussion around TW "choosing" to enforce the stand down with Howieson, but the rule that stands down Watson appears to be a FIFA rule.
Works this way if a player plays professionally and then drops down to an amateur league, they must have a 4 week stand down That's a FIFA rule and applies to Watson
If players move between clubs in the ISPS Handa premiership, the club the player leaves can insist on a 4 week stand down. Team Wellington did this last season with Cam Howieson when he went to Auckland
Luke Tounge wasn't on a pro contract so whether or not he has a 4 week stand down depends on the Phoenix
I understand clubs like Team Wellington and Auckland City enforcing the stand down as why give your opponents any advantage, would be a bit more surprised in the Weenix did it as they are about development and their season is effectively over anyway
It's not a stand down for shifting clubs. It's a stand down when the new club has tapped up the player while he's under contract with his previous club, without that clubs permission.
That's why TeeDubs were able to instigate the stand down.

4 Amateur Player Agreements
4.1 Clubs and Players may enter into an Amateur Player Agreement in a form approved by NZF. Amateur Player Agreements are mandatory for National League Competitions.
4.2 Players must be given a copy of any Amateur Player Agreement that they have signed by the relevant Club within five working days of it being signed by the Club and the Player.
4.3 Where entering into an Amateur Player Agreement is mandatory, a copy of the Amateur Player Agreement must be lodged with NZF or the relevant Regional Association by the relevant Club no later than five working days after the Player’s first appearance for that Club, or as prescribed by the Competition regulations. Any such Amateur Player Agreements must be held securely, unopened and in confidence by NZF or the relevant Regional Association and will only be opened if a dispute is lodged with NZF or the relevant Regional Association in relation to the relevant Amateur Player Agreement.
